No, and you don't have to licence your cat if you don't want to, it's only if you plan to move abroad or maybe some other special circumstances.
Dogs must be licenced and I think you technically have to have the licence with you every time you take your dog out (though also technically I'm meant to have my passport on me at all times).
Wow. Do cats have to have their licence on them at all times?
