looks like to me someone has tried to mangle the inner diametre on two out of three of those holes. Maybe to fit particular bar ends? brake levers... not sure.

Non-unifrom thickness isn't necessarily something to worry about, a well engineered / made bar won't have a unifrom layup. Having significantly different bar thicknesses between left and right should be slightly concerning though. The first two pictures look quite thin walled.

Bought some EC90 carbon flat bars off eBay. Here are some terrible photos of the ends. Not uniform thickness. Should I be alarmed? I feel alarmed.
