looks like to me someone has tried to mangle the inner diametre on two out of three of those holes. Maybe to fit particular bar ends? brake levers... not sure.

TBH I'd go for Brand-X from CRC/Wiggle; they're cheap enough and if you're not happy you have an easy return

I've got my eye on the prime ones on wiggle for just over a hundred but if there's not a better option, I'll probably pick up some used FSA or similar from eBay to be honest.
