I'd wager a fair amount of twats crashing cars is due to them flooring it and not being able to control their overpowered twatmobile, but black boxes and GPS linked limiters all round will do until a robot can drive everyone about.

Mandatory black box and dashcams would eliminate 90% of car-based crime I reckon. Will surely happen if/when self-driving cars overtake human cars in popularity. Want to drive yourself? You have to prove you're doing it safely

I have no doubt those incidents result in a load of trashed Mustangs and Chargers, but deaths? I seriously doubt it

Also seems an unusual thing to target in an attempt to prevent deaths, are there that many deaths caused by a rapid acceleration of a car?
Honestly it seemed like the opposite version of "If we just put registration plates on bicycles, all the problems caused by those pesky cyclists will just disappear"
