Honestly it seemed like the opposite version of "If we just put registration plates on bicycles, all the problems caused by those pesky cyclists will just disappear"

TBH Idk.
But I guess my thinking is in terms of how fast modern cars are - especially EVs - so that you'd need to restrict acceleration as well as max speed.
Although I can believe most deaths are caused sub 50mph.
