Apparently the building control did visit as the property as development is a wee bit contentious with the neighbours. Turns out that because the entire roof was constructed without scaffolding the inspector could only do his job from the ground floor, and presumably left with a large, brown envelope in his pocket.
All together now:

Do you know if it was council BC or third party?
Down here I have used both, the council one was a real stickler for the rules, with zero flex from the regs, the third party one would literally sign anything off. Could really do with something in the middle...

Wow. Can you afford not to do the Job? As I get the bad feeling that you will get the blame for the dangerous state the roof has been left in.

Not try to teach you to duck eggs but did building control come out to the property? As that sounds like a self cert by the builder, as I would hope building control would be better on the visible stuff.
