Well I don’t know about ‘legal’ or not, I asked him why he was on the pavement and he said he couldn’t park in the usual red deliveries box on the road because there was a car parked there. To my knowledge motor vehicles should stay the hell off the pavement with few exceptions.

Pavement parking in London is generally illegal. There are exceptions for deliveries although local signage might override that exception so it isn't straightforward.
