It is likely the older chainset is just pulled well onto the spindle, id try a new crankset / 120mm bb for starters
our rohloff bike in the shop is measuring 25mm from the outer edge of the seat tube to the middle of the chainring
just got around to fitting a new crankset & bb, measures bang on 25mm as per yours, clears the chainstays! I did go for 44t to give myself the best chance though... thanks again for the sense check.
