Not sure what the discussion will be about. You are free to cut all that overhangs your property, you should technically offer the owner of the bush(es) the stuff you cut, as it is theirs. If they don’t want it it’s up to you to get rid of it. Whilst offering the stuff to them, assuming they don’t want it, you may ask if it’s ok to keep it in future and you can cut it as often as you like and deal with it how you like. It’s not their problem.
