Loads of times. Usually the outcome is deaths for their neighbours or own populations so isn't that much of an issue for the UK government. Saddam would have been fine if only he hadn't messed with oil; there was adequate proof that prior to Kuwait, nobody gave a shit about his human rights violations.

If only the UK and Germany hadn't helped Sadam Hussein create a WMD programme, including providing the ingredients and expertise to weaponise them.
