A feature of football is it's entirely subjective ruleset.
It's so hard to decide who did what to whom that it's rarely worth the bother unless it "obviously" impedes a goal scoring chance...
cf. Delaying freekicks, holding the ball for more than 6 seconds, obstruction, handball....

Am I being naive when I see stuff like this in the highlights and wonder how/why there’s rarely any intervention from the refs?
