Is there any practical reason to design the base of what I think it's a clothes rail like this? Clearing out a load of old shit at work, I've not left it in the window.

This is dredging up ancient memories, but I used to have a lot of friends in fashion retail, and I'm sure this exact issue occasionally came up.
