    Sounds like the driver was outside the car after chasing the cyclist down, then got back in the car and ran him over.

  • Attempted murder doesn’t exist for drivers, apparently. ‘They made him mad’ is clearly a sufficient mitigating circumstance so as not to treat someone who runs over another person, purposely and with forethought and malice, and with no danger at all to themselves or others or even their property, like an attempted murderer.
