Concrete?
I hate to be 'that guy', but unless you have a vacuum pump to completely degas your (hand mixed?) concrete it will be riddled with tiny air pores. These will be the perfect breeding ground for extremophile moulds and algae that can cope with the alkaline environment and 'eat' the soap residues.
A simple quick curing, (2 hours), 2-part polyurethane resin might be a better suggestion.
