A friend of mine was recently given the points or course choice after unlocking his phone in stationary traffic on the M11. Fair, bang to rights....but surprising to some.
Might have got away with it if he had turned his ignition off first. Not sure how you would prove that or if a court would believe you.

Would it still be illegal to unlock your phone to use the McDonalds app on private land? Didn't think road law would apply to a McDonald's forecourt.
