Is it illegal to use your phone when parked in a car?
And on the hands free - their current car definitely would have come with it. Idk about their old Mazda 3, 50/50 is my guess. Plus phones have speakers.
It's just easier to tap a horn than have the inconvenience of a brief wait or to dial a number. And they haven't considered that hooting outside one house is actually hooting outside 14 other people's homes who may not like it.

Not that most uses of car horns are lawful anyway.
