I'm confused though. Here's my understanding:
Hamilton is in front
There are lapped cars between he and verstappen
Usually lapped cars are allowed through? Meaning they're allowed past the safety car to rejoin the back of the bunch?
In this case only a certain number of lapped cars were allowed through, leaving H and V together when the safety car left the track
Surely if all lapped cars were allowed to overtake then H and V would be together anyway?

Commentary said if they let all through there'd be no more racing laps, H wins. Might have meant an extra sc lap as per rule 39.12, open to interpretation?
