Is it not possible that some of them are lying about how many hours they spend on their second/third jobs? I mean, we all lie about how many hours at work are actually 'work' don't we?
Or that part of the corruption is that firms agree to pay them for a number of hours of 'work' when all they really want is access to contacts and the occasional meeting/drink with a politician?
