I never actuall got one of these, so can't vouch for them personally, but I remember someone recommending these:

They do various ones as well as the toddler poncho.
Considerably cheaper than the above one as well.

I have one of those, they're good!
Yet I guess a bit big for a kid (not only the length / overall size, but it would be quite loose around the neck / hood would be too big etc.)
