The stuff is mostly harmless (and not really that much fun compared to proper drugs) but the amount of littering from car windows and even people taking it whilst driving needs something doing, some legislation against having it open/available in cars or including it in drug driving stuff would do, treat it like booze, treat all drugs like booze really.
