Christina Pagel is reporting 1 in 6, based on what a Dutch colleague told her this morning.

The source of the confusion is from a Dutch Health Ministry announcement that preliminary results indicated that they expect 85 people to be +ve but once the testing was done, it was only 61.
Up to 85 passengers on just two flights from South Africa could test positive for COVID-19 after arriving in the Netherlands on Friday morning, the Dutch health ministry announced after preliminary test results came back.
So far, tests for 110 of around 600 passengers have been processed with 15 coming back as positive. With a positivity rate of nearly 15 per cent, the Dutch health ministry believes it will find around 85 positive cases despite mandatory pre-departure testing.

So, what has been announced just now (masks in shops and on public transport, PCR test for travellers) is less than what they have had in Germany for months. There you also have to show your vaccination certificate for travelling and if you want to go to a restaurant, as well as a couple of other things. It hasn't been effective (huge number of cases, incidence higher than ever), so doing less is going to be less effective.
The idea that the UK is in a better position than other countries is also nonsense. It doesn't have a significant vaccination advantage any more, and probably even a larger infection base from which transmission and acute cases will follow than other countries, although it'll be similar in all those countries that 'opened up' in the summer. It's certainly very bad in Germany right now, with some intensive care patients airlifted to other areas where there are still beds for them.
Add the new variant to the mix and it's a great recipe for the winter.

Well it’s a good job that the West decided to prioritise the profits of pharmaceutical companies over getting the whole world vaccinated
