Most of London is currently effectively free. Triple that doesn't raise much revenue.
I'm all for road pricing but TfL needs cash on December 10th, not in two or three years time.

It's a long-running political campaign. As the Tories knew that the next Mayor of London would be Labour, they introduced the change in TfL's financing--withdrawing the vast amount of government subsidy just in time, totally coincidentally, for the new Mayor to take office. The idea that public transport in London should be almost entirely revenue-funded is, of course, utterly bonkers, but as it's mainly designed to cause difficulty for Sadiq Khan and doesn't take into consideration what is actually needed, they don't care. Boris Johnson got generous government bail-outs even though under his neglect TfL was badly-run. Labour has long won elections in London on the back of public transport, e.g. Livingstone, and if you can damage that, so goes the theory, you'll damage Labour's electoral chances in London.
I mean, I think there are big problems with TfL, but this is not the way to address them.

It's worse than that. Income from public transport fares is also used to pay for TfL road maintenance (eg red routes).

Which is one reason why a charge for entering London has been raised as there is a ring of LEZ cameras more or less at the London boundary.

That's the ULEZ, I was talking about the LEZ. There aren't many cameras between the ULEZ and LEZ boundaries but there is (probably) more area outside the ULEZ than in.
I'd like a situation where all motor vehicles pay for every journey. That probably requires a black box.
