Exactly this. I ride @Cupcakes old surly despite being a little taller overall. But with a nice 90 mm stem and a mega stack it’s just very enjoyable.

Surly + spacers = problem solved.
Just choose the one with the best compromise of geometry for your needs, adjust bar height with spacers (which is easy with the steel fork steerers they use) and don't get hung up on the way each size is named.
