if a surly fits roadie because its long and low its a cosmic coincidence, they are not meant for you, they should be high and short

Surly + spacers = problem solved.
Just choose the one with the best compromise of geometry for your needs, adjust bar height with spacers (which is easy with the steel fork steerers they use) and don't get hung up on the way each size is named.

I'd not seen this before. Looks like Surly had a prototype bike with a decent headtube a year or two ago. Doesn't seen to have made it to production yet
