To be honest, that was a leading question.
A lot of designing for print is understanding how it will actually end up on paper or fabric, and working within the constraints of the printing methods that will be used - the number of colours practically available, the order they will be printed in, whether one colour will be overprinted or knock out the underlying colour, resolution, half-toning.
'Neon fades' and what you've said about choosing between digital vs. screen printing with the design already done, and 7 colours not being enough, makes me think you are going to be disappointed with what you end up with, unless you take a step back and discuss with someone who's done something similar.
