Personally I like the old fashioned OS explorer paper maps, remember them? Found some relevant ones in a local 2nd hand shop for 50p each this week, result. Keep us updated how you get on.

You want this map, but for your locality. I found it searching “wiltshire right of way map” or, “wiltshire byway map”.
Incredibly awkward.
Best bet is to first use the totally out of date bywaymap website, then cross-reference to current OS and council listings to be sure they aren’t TRO’d or restricted.
