It's making the news here quite a lot... almost certainly will be embarrassing for Bettel but not cause him to resign. That said, news here is quite slow so anything like this will get a lot of attention. An example of how little news there actually is this headline...

It's become a bit of a sport in Europe to check politicians' PhD theses for plagiarism. Politicians often get doctorates to appear more respectable, and a not inconsiderable number commit plagiarism, not always as extreme as in this case, but still embarrassing enough.
