WTF 1) how did nobody in TESCOrp. think spending money on this would be worse than some empty shelves?

Wtf 2) did nobody see a resemblance with Potemkin villages, especially in the current context (BREXIT!)

Empty shelves = shortages = panic buying.

Fair point, but perhaps they could have printed out advertising or LLL or something else? Replacing food with pictures of food comes across as a poor, Orwellian attempt to fool people into believing there isn’t any shortage.
