• FWIW, and I'm not a panel beater so my opinion is not worth much, it looks like the metal has stretched where the bend is - so if you bend the bumper back straight there will be excess material/a hump. You could remove that with a metal shrinker, but that works by clamping onto the metal and pushing it together - which would bugger the chrome.

    I'd take it off the car and then hammer it back flat over an anvil of some kind, using a soft-faced hammer, in the first instance. Then go from there.
