I reckon this could be a ploy to demonstrate to the council that no-one is interested in taking on the lease of the pub, demonstrating that it isn't profitable and should be developed as flats.
A similar thing was tried at the Heathcote Arms in Leytonstone, luckily the Star group bought the place.
This is just for the leasehold though, not the freehold like the Heathcote was. I've read that the lease is available for £50000.
