Picking produce has been done by mostly immigrants in the Netherlands for years. Some farms as mechanizing more.
It's not unique to the UK the job isn't well paid (I believe in Germany you can get better pay) it's unique to the cons government and Brexit to make it super difficult for people from abroad to come in.
Farming is broken in many ways, hard to make a living, bank debt, hard to increase prices due to poverty of consumers, the UK doesn't produce nearly food for itself... I'm sure there are solutions ( land tax?) but this isn't it...
