I replaced 2/3 of the seat tube. Removing the entire thing would be a lot of work as the bottom bracket area is quite busy.
I had an OD31.8mm tube with ID29.8mm. This was perfect for my Zoom 29.8mm seat post that I had no use for otherwise. But because the existing seat tube is 28.6 I had to machine a sleeve I could weld onto the new seat tube that would then allow me to braze that onto the old seat tube leftover.
As @spotter says it is sort of a very long bi-lam
