if you're lucky you can use the flat end of a screwdriver and wedge it between the housing and a flat surface on the nut inside. Though I'd be asking some serious questions of the person who sold the bike to you. From the little your photos say, there's a fairly decent chance it was stolen

I did suggest this method by PM as I didn't want to put bike thieving techniques on a public part of the forum.
Fair point about it potentially being stolen though.
Anyone seen anything like this? How on earth do I get them off ?
