It does sound like there is no planned fix and they are discontinuing the Packster 70. Fully Charged say bike will be collected by R&M and they will issue a refund next week.
I can't imagine they'd scrap it - given how many they've sold, eating the loss and canceling the line would bankrupt such a small company. Dealers also saw what's on the horizon for the P70 during preview back in August, and it would mean the end of a large expansion of the product line.
My money is on some sort of modification to fix the issue - likely replacing components of the steering mechanism, be it the cables themselves or the damping assembly. It's also worth noting there were a couple weeks between the first voluntary recall being announced and R&M delivering instructions to dealers on how to correct the damping of the steering.
Could be wrong, but from what I have read and what I have been told by Fully Charged today R&M are issuing full refunds to every owner next week. There was no option of having the issue rectified and the bike returned.
