Also open to abuse as not everyone have the mean to be able to call 999, so Couzens and all the police officers are fully able to extert his power multiple ways to the public.

Also completely misses the point that Couzens was a serving officer at the time, so a call to 999 would have just confirmed that and not changed the situation at all.
