The old glue layer looks clean and even. Just new glue on top, I think.
The dude that owned these wheels before me (not on here) alluded to racing in Belgium. Certainly there was no gap in the glue opposite the valve, suggesting that a wheel-swap would be the remedy for a puncture. No such luxury on the Surrey bank towpath!
I generally pick off any big lumps then just whack a fresh layer of glue over the old stuff.
