yeah its not consumable, but its hard to say either way without knowing what the seller declared about the bike.
the bike looks scabby, (no offence) the aluminium is corroded and I personally feel that is the likely cause of the crack line, its just the paint, there should be a fair bit of sound aluminium bonded to the blades of the fork. but its your call. I have some carbon forks you can have for cheap if youre not looking to take the risk.
Yeah it's tatty throughout, which I was fine with, just a bit scared of the fork failing as I'm not exactly built like a hill climber and have been known to break things.
