The answer is like the rest of the internet says - it’s tricky. Go to your local wheel builder, measure a bunch of likely cones with a calliper. Grab the closest size and start fiddling with spacers. Curse the fact that a true and evenly tensioned wheel would be scrapped by most people for want of a £5 part.
