Apparently it's in the OED but it's the first time I've seen that spelling.

Normally see that spelling on canal locks, with the cill being the ledge you really don't want to get the end of your boat caught on when you're draining the lock:

Edit to add - not my boat, even I've never been stupid/drunk enough to make that mistake.
