The economy of Fukushima prefecture has taken a hit (drop in tourism, for one thing) ever since the nuclear power plant accident. So they're trying to revive things with... Pokemon drain covers.
Apparently, putting Pokemon drain covers in depressed areas has been a thing in Japan for a while. Ornately decorated drain covers have been a thing for even longer, because there was a major public works programme to revamp the sewer system and there was some public hostility to the public spending. So a campaign of pretty drain covers was planned to charm the public.
