Are you trying to stop the water hitting your face (in which case you need something in front of the forks) or hitting your body/feet (in which case you need something behind the forks) or both?

What are my mudguard options for front wheel if I have no clearance between the rim brake caliper and tyre to fit a conventional road bike guard? Cheers.
