Would you apportion blame to either? Seemed to me that the way verstappen had positioned his car into the chicane that any attempt by another car to get anywhere near the second apex by was going to result in contact. Genuine question - in that case, according to the letter of the regulations, does that mean the corner is his and every other car has to get out the way?

I'd call it a racing incident. If pushed I'd put more blame on Hamilton for not leaving space on the outside. Verstappen would've known he was putting himself in a position where Hamilton could squeeze him out.
I'd disagree that Verstappen's car placement guaranteed a crash also.
Ultimately I find this "it's my line/corner" idea largely responsible to these sorts of moves and would refer to the Gospel of Alonso when it comes to leaving the space ;)
