Would you apportion blame to either? Seemed to me that the way verstappen had positioned his car into the chicane that any attempt by another car to get anywhere near the second apex by was going to result in contact. Genuine question - in that case, according to the letter of the regulations, does that mean the corner is his and every other car has to get out the way?

Let’s go for a direct comparison to lap 1 then where verstappen push Hamilton off the track at the first chicane. Rather than cause a crash, Hamilton left the track and lost a place he’d gained. Verstappen ever even had the place when he caused that crash.
