Semi-solid tyres have been around for decades (well solid tyres since bikes were invented).
They were popular where I grew up because of the jacks and puncture weed and it's flat so the fact they're dead and slow didn't bother anyone because they didn't have to stop 5x on a ride to fix p_nct_res.I assume there's some newer, nicer ones these days (I'm thinking blue foam for some reason)
Prob not worth it for me then and that kind of price, now i've seen them. He didn't know how much they were exactly, just had heard of them. He has these sort of solid tyres fitted to his commuter so he's always taking pity/gloating over my punctures (that seem to come in groups)
