It's not possible to ring fence like this. Any government can always change the law. It's bollocks

Or the government writing the ringfencing legislation can just write it so it’s so full of holes that it’s meaningless - in the interests of efficiency and in case someone later decides not to amend it how they like... This lot have a track record for legislation so bad it’s ridiculous anyway. And that’s when they mean it…

I can imagine this will be a cast iron ring fence.
I can also imagine any existing social care funding will be cut back 110% of whatever the NI rise will generate.
