Perhaps consider adding a Squid So-Ez to your list. I've got mine set up with 50mm Velo-Orange guards (aftermarket carbon fork) over 43mm Gravel Kings and it's tight but doable.

To be honest, I've sort of hacked mine to make it work so might not be ideal if you want it to play nice out of the box:
- Aftermarket carbon fork with eyelets
- 13mm Velo Orange rubberised P clamp for the chainstay bridge, plus some problem solver eyelets using the axle mounts for the mudguard stays
Can take pics if you want to see how I made it work. Pretty cheap on the parts front (other than the forks) to get it to play ball but a good bit of head scratching/trial and error!

Cotic Escapade, Kona padywagon , Genesis flyer, Day one, Steamroller, Pompino or similar, need for winter bike so mudguard mounts and clearance a must!
Frame only ideally would consider full bike if price was right
