Old 70s bike handlebar upgrade

Hello, I upgrade an old Koga Miyata bike 1977 model. I need to get a wider handlebar for more comfort, I measure the diameter of the bar to 24.8 mm. Is this an old standard? The handlebar brand is BF - France and the stem brand is SR.

Would I be able to fir a standard 25.4mm handlebar in this stem?

25.0 is the old french clamp standard. I would not try to squeeze 25.4 handlebars in. The shaft of these stems is 22.0 but if you are lucky you get a 1" stem to fit in your fork.
