How come 747s have wings underneath and military transporters like the C17 or Atlas have them on top?
Passenger noise is probably a large consideration.
I would imagine that military cargo planes also need sturdier wing structures that would inhibit cargo space if placed below the fuselage.
Military planes more likely to use rough airstrips, engines higher up means less likely to get debris sucked in.
