Look like Chinese carbon rims on Bitex or Novatech hubs. Shimano rip tape. Try asking in the Orient Express thread.

these are bitex hubs with a campagnolo freehub.
the rims will be chinese, but the maker impossible to indentify. early Light Bicycle had this sort of finish to the brake surface, but others too
