Apparently you have to add something to the cart first.
Adding something to the cart does not seem to work.
After changing the region to Germany it did work though..

If you just mean a link directly to the cart then
https://shop.westerndigital.com/en-gb/store/cartIf you mean a link to a cart that has your items in it then you won’t be able to do that
